VSCL: Webinar Invitation | Space Technology and the Modern World: Politics, Law and Industry

  • 05 Oct 2021
  • 1:00 PM - 2:00 PM
  • Zoom meeting (details provided in confirmation email after registration)

The Victorian Society for Computers and the Law (VSCL) invites you to a webinar presented by Steven Freeland, Emeritus Professor of International Law at Western Sydney University.

Professor Freeland will offer a general primer on space law, setting out the core legal framework, e.g. the foundational treaties (e.g. The 1967 Outer Space Treaty and the 1979 Moon Agreement), principles (e.g. The "common heritage" principle etc.) and some historical context.

Professor Freeland will then explore the situation present day, including recent developments such as the establishment of the Australian Space Agency, Australian Civil Space Strategy. In particular, we look forward to hearing his view of Australia's geopolitical role in space over the next 50-100 years, and responses to the following prompts:

  • What stake does or could Australia have in space exploration (e.g. with respect to resources (exploration, exploitation and utilisation etc.)?; and
  • What lies ahead for us and what legislative mechanisms, developments or changes are required to realise this potential?

Professor Steven Freeland

Professor Freeland was previously the Dean of the School of Law, and Professorial Fellow at Bond University. He also holds Visiting or Adjunct positions at various other Universities/Institutes in Copenhagen, Vienna, Toulouse, Hong Kong, Montreal, Kuala Lumpur, Vancouver and London. Prior to becoming an academic, he had a 20-year career as an international commercial lawyer and an investment banker. He is a government-appointed Member of the Australian Space Agency Advisory Board and has been an advisor to the Australian, New Zealand, Norwegian and several other Governments on issues relating to national space legislative frameworks and policy. He has represented the Australian Government at Committee on the Peaceful Uses of Outer Space (UNCOPUOS) meetings and, in June 2021, was appointed by UNCOPUOS as Vice-Chair of a 5-year Working Group addressing issues related to the exploration, exploitation and utilisation of space resources.
